The Instrument of Government of 1809 has a major significance to the development of democracy. This established that the king no longer had sole power, instead power was split into four: Executive power was in the hands of the king. To test this argument, I leverage a quasi‐experiment in Sweden in the aftermath of the introduction of universal suffrage, where the type of municipal political institutions was determined by a population threshold.
